Description: EMR has undertaken Preliminary Market Engagement (PME) in advance of launching the procurement process under the Procurement Act 2023. The PME was exploratory in nature and did not form part of a live tender process. The PME confirmed that the UK AdBlue market is competitive, with multiple suppliers able to support bulk supply and delivery across EMR’s operational depots. Suppliers demonstrated established delivery models, including different approaches to logistics planning, stock management, and emergency delivery.
