Description: EMR has undertaken Preliminary Market Engagement (PME) to inform the development of this specification and to test whether the proposed scope, service levels and commercial approach are realistic, proportionate and deliverable by the market. The exercise was exploratory only and did not form part of a live procurement process. The PME was used to validate supplier capability to support Class 170 HVAC overhaul, repair and spares provision, and to understand how suppliers may structure delivery under a controlled, output-based service model.
